         Implementation of Comprehensive Reform of Higher Education Entrance Examination in Hubei Province Plan

   I. Establishing and Improving the Ordinary High School Academic Level Examination System

  A comprehensive ordinary high school academic level examination system will be established and implemented. The academic level examination will be divided into a qualification examination and a selective examination. The qualification examination results are the main basis for student graduation and the recognition of equivalent high school qualifications. The results of the selective examination subjects are included in the total score for higher education admission and are an important basis for higher education admission.

   (1) Examination Subjects. The qualification examination subjects cover all subjects stipulated in the national ordinary high school curriculum plan, including Chinese, mathematics, foreign languages ( (including English, Russian, Japanese, German, French, and Spanish, hereinafter the same), political thought, history, geography, physics, chemistry, biology, information technology, general technology, art (or music, fine arts, hereinafter the same), and physical education and health, a total of 13 subjects.

   The selective examination subjects include political thought, history, geography, physics, chemistry, and biology, a total of 6 subjects. Students can choose 3 subjects from the above subjects to participate in the selective examination according to their own interests, aspirations, advantages, and the requirements of higher education admission. Among them, one subject is selected from physics and history as the primary subject, and two subjects are selected from political thought, geography, chemistry, and biology as the secondary subjects.

   (2) Examination Content. The content of the qualification examination is the compulsory course content of each subject stipulated in the national curriculum standards.    (3) Examination Candidates. All students in ordinary high schools should participate in the qualification examination, and those who participate in the unified college entrance examination should participate in the selective examination.    (4) Examination Organization . Nine subjects in the qualification examination, including Chinese, mathematics, foreign languages, political thought, history, geography, physics, chemistry, and biology, and six subjects in the selective examination are organized uniformly throughout the province. Four subjects in the qualification examination, including information technology, general technology, art, and physical education and health, are organized by the province according to the national curriculum plan and curriculum standards, and implemented by the city (prefecture).

   (5) Examination Time . Students can participate in the qualification examination after completing the compulsory courses for each subject. The qualification examination is organized once each academic year, and the examination time is scheduled at the end of the second semester of each academic year. Students participate in the qualification examination once for each subject during their school years, and those who fail can take a make-up examination. The first time students participate in the qualification examination is at the end of the second semester of their first year of high school, and students can choose 3 subjects to take the examination. Among them, the first time students of ordinary high schools entering in the autumn of 2018 participate in the qualification examination is at the end of the first semester of their second year of high school, and the specific arrangements will be notified separately.

  The selective examination is organized once a year, during the national unified college entrance examination in June each year. Ordinary high school students can only take the examination in the second semester of their third year of high school. Students from other high schools and social personnel who apply for the selective examination will take the examination at the same time as ordinary high school students.

   (6) Results Presentation. The results of the qualification examination subjects are presented as "qualified" or "not qualified". Ordinary high school students transferred from other provinces (autonomous regions, municipalities) can apply for the recognition of the qualification examination results of the corresponding subjects in our province with a certificate of qualification examination results issued by the provincial education examination institution of the province they transferred from.

  The results of the primary subject in the selective examination are presented in raw scores, and the results of the secondary subjects are presented in grade points. The results of the selective examination subjects are valid for the year and are not recognized across provinces.

   II. Improving the Comprehensive Quality Evaluation System for Ordinary High School Students

  The comprehensive quality evaluation mainly reflects the students' all-round development in morality, intelligence, physical fitness, aesthetics, and labor, and is an important reference for higher education admission.

   (1) Evaluation Content It mainly includes students' moral character, academic level, physical and mental health, artistic accomplishment, and social practice. Moral character mainly evaluates students' performance in loving the Party and the country, ideals and beliefs, honesty and trustworthiness, benevolence and friendliness, responsibilities and obligations, and observing laws and disciplines; academic level mainly evaluates students' mastery of basic knowledge and skills in various courses and their ability to use knowledge to solve problems; physical and mental health mainly evaluates students' healthy lifestyles, exercise habits, physical functions, motor skills, and psychological quality; artistic accomplishment mainly evaluates students' aesthetic feelings, understanding, appreciation, and expression ability of art; social practice mainly evaluates students' hands-on operations and experiences in social life.

   (2) Evaluation Management The comprehensive quality evaluation work relies on the Hubei Province Ordinary High School Student Comprehensive Quality Evaluation Management System and runs through the entire high school learning process of students. Under the guidance of teachers, students collect relevant materials that can reflect their comprehensive quality level, such as important activity records, typical facts, and landmark achievements, realistically recording their growth process. Based on sorting, selection, and public announcement and review, student comprehensive quality files are formed. Each ordinary high school establishes a comprehensive quality evaluation working committee, formulates the school's comprehensive quality evaluation implementation plan and rules, establishes and improves a credit management and supervision mechanism, and objectively and truthfully carries out comprehensive quality evaluation in a normalized manner.

   (3) Evaluation Use Ordinary high schools use student growth records to strengthen guidance on students' growth process and promote students' all-round development. Higher education institutions formulate scientific and standardized methods for using comprehensive quality evaluation according to talent cultivation requirements and school characteristics, and announce them to the public in advance. During admission, higher education institutions use comprehensive evaluation methods to analyze comprehensive quality files, make objective evaluations of candidates' comprehensive quality, and use the evaluation results as an important reference for admission.

   III. Deepening the Reform of Higher Education Entrance Examination

  Starting from 2021, higher education institutions will admit students based on the results of the unified college entrance examination subjects and the selective examination subjects of the academic level examination, and refer to the comprehensive quality evaluation.

  (1) Unified College Entrance Examination Subjects and Arrangements. The unified college entrance examination subjects are Chinese, mathematics, and foreign languages, a total of 3 subjects. The examination will be conducted according to the national unified college entrance examination time. The foreign language examination consists of two parts: listening and writing. When conditions are ripe, the foreign language subject will provide two examination opportunities.

  (II) Composition of the candidates' total score. The candidates' total score is composed of the scores of 3 unified college entrance examination subjects and 3 selective examination subjects, with a full score of 750. Among them, the scores of unified college entrance examination subjects are included in the candidates' total score based on the original score, with a full score of 150 for each subject; the scores of the first choice subject in the selective examination are included in the candidates' total score based on the original score, and the scores of the re-selected subjects are included in the candidates' total score based on the grade score, with a full score of 100 for each subject.

  (III) Enrollment and Admission. Universities and colleges, based on their own educational positioning and professional training objectives, will put forward the requirements for the selective examination subjects for each professional group. Each professional group will not exceed 3 subjects (including physics and history, one subject must be selected), and will be announced to the public in advance. Enrollment plans are compiled and score lines are set according to physics and history. Universities and colleges will admit students based on the candidates' total score, referring to the comprehensive quality evaluation, using the "university and college professional group" method for parallel volunteer classification and filing. From 2021 onwards, undergraduate enrollment, except for the early batch, will be implemented in the same batch.

   IV. Promoting the Reform of Classified Examination and Admission for Higher Vocational Colleges

  In conjunction with the implementation of national vocational education reform, we will promote the separation of examination and admission for higher vocational colleges from ordinary undergraduate universities and colleges, forming a talent selection model that is more in line with the laws and characteristics of higher vocational education.

  (I) Enrollment of students graduating from secondary vocational schools. Graduates of secondary vocational schools (including technical schools) and social personnel with equivalent academic qualifications can apply for higher vocational colleges and universities in the province through the provincial unified skills college entrance examination or separate examinations. The provincial unified skills college entrance examination includes two parts: comprehensive cultural examination and professional skills test. The enrolling universities and colleges will use the candidates' total scores of the comprehensive cultural examination and professional skills test for parallel volunteer classification and filing. Separate examinations are organized by approved higher vocational colleges and universities, or jointly organized by universities and colleges of the same or similar types.

  (II) Enrollment of students graduating from ordinary high schools. Students graduating from ordinary high schools can apply for higher vocational colleges and universities in the province before the unified college entrance examination. Candidates must participate in the occupational adaptability test. Enrolling universities and colleges will admit students based on the candidates' qualifying examination scores, occupational adaptability test scores, and comprehensive quality evaluation.

  Candidates who have not chosen to apply for higher vocational colleges and universities in advance, and those who have chosen to apply in advance but have not been admitted, can also participate in the unified college entrance examination to enter higher vocational colleges and universities.

   V. Guarantee Measures

  (I) Strengthening organizational leadership. Party committees and governments at all levels across the province should attach great importance to this, strengthen leadership, and have the main leaders personally oversee, coordinate, and supervise the work of promoting comprehensive college entrance examination reform. Under the leadership of the provincial Party committee's leading group for education work, the education administrative departments should strengthen their work responsibilities, meticulously organize and implement the work, and relevant departments should closely cooperate and strengthen coordination. All universities and colleges should reform their enrollment management models and improve the quality of talent selection and training. All high school-level schools should actively adapt to the requirements of the reform and do a good job in education and teaching, comprehensive quality evaluation, and students' career development planning.

  (II) Strengthening condition guarantee. Party committees and governments at all levels should adhere to prioritizing education, providing strong support in terms of organization, personnel, establishment, and funding for the comprehensive college entrance examination reform, building a regional resource sharing platform, improving the conditions for running schools at the high school level, and strengthening the construction of the examination and admission institution team. All high school-level schools should make scientific plans, take the initiative, innovate mechanisms, tap potential, coordinate teaching resources, and meet the needs of students' diversified choices.

  (III) Strengthening publicity and guidance. We should strengthen policy interpretation, increase publicity on the significance, policies, measures, and procedures of deepening the comprehensive college entrance examination reform, actively respond to social concerns, and enable students, parents, and society to fully understand the relevant policy content. We should innovate the forms of college entrance examination and admission consultation services and improve the quality of consultation services. We should thoroughly implement the "Sunshine Project" for university and college admissions, strengthen the supervision of the entire process of examination and admission, strictly implement the information disclosure system for examination and admission, and accept supervision from candidates, schools, and society.
